In April, 2016 'the Act on Promotion of Resolution of Discrimination on ground of Disability' have come into force. After enforcing this law, prohibition of unjustifiable discriminatory treatment and provision of reasonable accommodation for people with disabilities in academic environment will be legal obligation for Nagoya University.

Unjustifiable discriminatory treatment means any distinction, exclusion, or restriction on the basis of disability without any unjustifiable reasons. Unjustifiable discriminatory treatment includes setting requirements in which it is difficult for people with students to attend or, in which it is only for students with disabilities.

Reasonable accommodation means necessary and appropriate modification and adjustments to remove social barriers not imposing an undue burden. The targets of be providing reasonable accommodation are students with disability certificates, with being certificated by professionals (e.g. medical certificates). Whether accommodation is reasonable or not is judged by many criteria (e.g. whether that accommodation does not substantially or fundamentally lower or alter the standards or not, whether it imposes an undue burden or not, whether it is equal in basis with others or not). Any equipments or services for personal purposes are not included in reasonable accommodation (e.g. providing of personal teaching assistants).


Although the Office for Students with Disabilities assists academic support for students with disabilities, it is the faculties and staff members who make contacts with students with disabilities and provide support for them directly. However, there are cases in which it is difficult to judge whether the accommodation is reasonable or not.
